Guilherme d’Oliveira Martins holds a master’s degree in juridical and economic science. He currently serves as the president of the Grand Council of the Centro Nacional de Cultura (CNC) and as chairman of the General Assembly of the World Monuments Fund.

His extensive career includes prominent roles such as trustee of the Calouste Gulbenkian Foundation, president of the Tribunal de Contas (Court of Auditors), and national coordinator of the European Year of Cultural Heritage 2018.

Martins has been instrumental in various governmental positions, including Minister of Presidency, Minister of Finance, Minister of Education, and Secretary of State for educative administration. He has also been actively involved in legislative affairs as a member of the Portuguese Parliament and served as vice-president of the Portuguese National Commission for UNESCO.

Ines Francisco is an EU project management and cultural innovation professional specialising in European funding programmes, collaborative research initiatives and the application of innovation to cultural heritage. With extensive experience across Horizon Europe and Horizon 2020 projects, she combines expertise in grant writing, proposal development, consortium coordination and strategic implementation to support impactful European initiatives.

She has delivered 10 EU-funded projects and contributed to programmes supported by the European Commission, the United Nations and the Gates Foundation. Her experience spans work package leadership, cascade funding mechanisms (FSTP), stakeholder coordination and the management of complex projects involving academia, cultural institutions, industry partners and public-sector organisations.

Ines contributes to the European Collaborative Cloud for Cultural Heritage (ECCCH), supporting communication, dissemination, knowledge exchange and the development of synergies across European heritage innovation initiatives. Her work includes the implementation of use-case pilots, planning the validation of digital tools in real-world cultural heritage contexts, and developing training and capacity-building resources for heritage professionals and stakeholders.

Ines serves on the Selection Committee as a representative of young heritage professionals.
